Mullah Hamdullah Fitrat, Deputy Spokesperson of the Islamic Emirate, confirmed to National Radio and Television that H.E. Mullah Mohammad Hassan Akhund, Prime Minister, has issued a directive to all government institutions to permit citizens to undertake residential construction.
According to the directive, citizens are authorized to construct homes across the country, including in Kabul, upon presenting valid documentation, including a Sharia deed (Qabala Shar‘i), tax receipt, property transaction certificate, or a customary document duly verified by a mosque imam, two neighbors, and the local community representative.
The directive further instructs security forces to refrain from interfering in construction activities without prior coordination with municipalities. It also mandates municipalities and the land administration authorities to identify and designate restricted areas within one month.
