His Excellency delivered a speech at the closing ceremony of the reform and capacity-building seminar organized by the Administrative Office and the Directorate of Administrative Reforms. Sheikh Al-Hadith Muhammad Tariq, Head of Administrative Reforms and Civil Services, provided a detailed overview of the seminar and pledged to hold similar seminars and academic gatherings in the future. On behalf of the participants, Sheikh Muhammad Tahir, Head of the Office of the Ministry of Public Health, spoke at the gathering. He stated that the seminar was beneficial to all attendees, as it conveyed valuable concepts in a short time and offered a meaningful opportunity for the exchange of experiences.
His Excellency Khalifa Sirajuddin Haqqani, Minister of Interior Affairs, stated in his remarks:
Serious and continuous efforts are underway at the leadership level in the areas of reform, streamlining administrative affairs, standardizing public services, and establishing a sound legal framework. Amir-ur-Momineen is tirelessly striving day and night to strengthen the Islamic system, implement reforms, expand public services, and ensure principled legislation.
His Excellency Khalifa urged government officials to treat the public with respect:
You are the implementers of government decisions. It is to your doors that the people turn. The bond between the nation and the government is formed through you. You must respond to the people’s concerns promptly, with honesty, sincerity, and dedication, and represent both them and the system with integrity.
He also emphasized the importance of building the capacity of administrative staff and said:
Administrative learning is not a deficiency, but a source of pride. Efforts toward learning and professional growth must always continue. Sharing experiences, cooperation, and continuous progress are the keys to delivering quality services.
In his concluding remarks, His Excellency Khalifa said:
The dignity of the Islamic system must be held above our personal interests, desires, and positions. Your affairs must be conducted in accordance with decrees, laws, and regulations. If there is any complexity, clarification should be sought from senior leadership. However, the matters of the people should not be unjustifiably or unnecessarily delayed under the pretext of inquiry or verification.
