Message of Congratulations on Eid al-Fitr from His Highness Amir al-Mu’minin, Sheikh of the Qur’an and Hadith, Mawlawi Hibatullah Akhundzada, May Allah Protect Him

In the Name of Allah, the Most Gracious, the Most Merciful

الحمد لله نحمده ونستعينه ونستغفره ونتوب إليه ونعوذ بﷲ من شرور أنفسنا ومن سيئات أعمالنا من يهده ﷲ فلا مضل له ومن يضلل فلا هادي له وأشهد أن لا إله إلا ﷲ وحده لا شريك له وأشهد أن محمدا عبده ورسوله.

أما بعد: فقد قال ﷲ تعالی: قَدْ أَفْلَحَ مَنْ تَزَكَّى (۱۴) وَذَكَرَ اسْمَ رَبِّهِ فَصَلَّى (۱۵) سورة الأعلی.

Translation: Indeed, the one who has succeeded is the one who purifies himself (by faith, turning away from sins) mentions the name of his Lord (through the Takbir) and prays (which is a sign of Islam). Tafsir Kabuli

In this context, the term ‘purification’ refers to giving the Fitrah charity, while ‘mentioning or Zekr’ refers to reciting the Takbirs during Eid, and ‘prayer’ refers to performing the Eid prayer. (This means that on Eid day, first give the Fitrah charity, then recite the Takbirs, and finally perform the Eid prayer. [Tafsir Kabuli]

عن ابن عباس رضی اللّٰه تعالیٰ عنهما قال: في آخر رمضان أخرِجوا صدقة صومکم فرض رسول اللّٰه ﷺ هذہ الصدقة صاعاً من تمر او شعیر او نصف صاع من قمح علی کل حرٍ او مملوکٍ ذکرٍ او أنثی، صغیرٍ او کبیرٍ. [رواه ابوداؤد]

Translation: It is narrated that Ibn Abbas (may Allah be pleased with him) said at the end of Ramadan: ‘You should pay the Zakat of your fasting’ (meaning, give the Fitr charity). The Messenger of Allah (peace be upon him) made this charity obligatory. It is one cup (measure) of dates or barley and half a cup (measure) of wheat for every adult male and female who is obliged to fast.

و عنه قال: فرض رسول ﷲ صلى ﷲ عليه وسلم زكاة الفطر طهر الصيام من اللغو والرفث وطعمة للمساكين . رواه أبو داود

Translation: Ibn Abbas (may Allah be pleased with him) narrates that the Messenger of Allah (peace be upon him) made the charity of Fitr obligatory to purify the fast from futile and bad speech and to provide food for the poor.

To the faithful and courageous people of Afghanistan, and to all Muslims around the world,

Peace and blessings of Allah be upon you.

On the occasion of the blessed Eid al-Fitr, I extend my heartfelt congratulations to all our Afghan brothers and Muslims worldwide. May Allah, the Almighty, accept your fasts, Taraweeh prayers, charities, and all other acts of worship and service. Ameen, O Lord of the worlds.

Dear brothers, the month of Ramadan was a significant period ordained by Allah, the Almighty, for the purification of Muslims, instilling in them the habit of worship, and encouraging them to strive for piety. Any Muslim who observes the fast following its necessary conditions can hope for Allah’s forgiveness and purification from sins. InshaAllah.

It is now imperative for Muslims to make piety a regular practice, refrain from disobedience to Allah SWT, avoid major sins, and not persist in minor sins. This is the path to success, and it represents the true purpose of human life and the sincere worship of Allah.

Allah, the Almighty, says:

يَا أَيُّهَا الَّذِينَ آمَنُوا كُتِبَ عَلَيْكُمُ الصِّيَامُ كَمَا كُتِبَ عَلَى الَّذِينَ مِن قَبْلِكُمْ لَعَلَّكُمْ تَتَّقُونَ‏. سورة البقرة ایة ﴿١٨٣﴾

Translation: you who have believed (O Muslims)! Fasting has been made obligatory upon you, as it was made obligatory for those who came before you (like the previous nations and Prophets, peace be upon them) for you to attain piety (taqwa). (Surah Al-Baqarah, 2:183)

Similarly, Allah, the Almighty, says elsewhere in the Qur’an:

شَهْرُ رَمَضَانَ الَّذِي أُنْزِلَ فِيهِ الْقُرْاٰنُ هُدًى لِلنَّاسِ وَبَيِّنَاتٍ مِنَ الْهُدٰى وَالْفُرْقَانِ فَمَنْ شَهِدَ مِنْكُمُ الشَّهْرَ فَلْيَصُمْهُ… سورة البقرة آیة ﴿١٨٥﴾‏‎

Translation: The month of Ramadan is the month in which the Qur’an was revealed as a guidance for the people and clear signs of guidance and the criterion to distinguish between right and wrong. Therefore, whoever witnesses this month among you (O those who are obligated), should fast during it. (Surah Al-Baqarah, 2:185)

It is also reported in a noble Hadith:

من صام رمضان إيمانا واحتسابا غفر له ما تقدم من ذنبه . ومن قام رمضان إيمانا واحتسابا غفر له ما تقدم من ذنبه . ومن قام ليلة القدر إيمانا واحتسابا غفر له ما تقدم من ذنبه متَّفق عليه.

Translation: Whoever fasts during Ramadan with faith and to seek reward, his past sins will be forgiven. Whoever stands in prayer during Ramadan with faith and seeks reward (such as performing Taraweeh), his past sins will be forgiven. And whoever stands in worship on the Night of Qadr with faith and to seek reward, his past sins will be forgiven.

Dear Muslim brothers! let us renew our commitment to Allah, the Almighty, and strengthen our resolve to avoid His disobedience and not follow the path of Satan. We will embrace the commandments of Allah, the Glorious, and strive to live as righteous and devoted servants of Allah.

If we reflect on the countless blessings of Allah, we will conclude that we must not be among those who disobey Allah, nor should we walk the path that leads to His anger. We will restrain our desires, abandon the way of Satan and his followers, and consider them our true enemies. This is the true path to salvation. May Allah grant us, and all Muslims, the ability to live with true piety and sincere devotion. Ameen.

As Allah, the Almighty, says:

إِنَّ الشَّيْطَانَ لَكُمْ عَدُوٌّ فَاتَّخِذُوهُ عَدُوًّا إِنَّمَا يَدْعُو حِزْبَهُ لِيَكُونُوا مِنْ أَصْحَابِ السَّعِيرِ. سورة الفاطر ایة ﴿۶﴾

Translation: Indeed, Satan is your enemy, so you should take him as your enemy. He only calls his followers to be among the companions of the Fire (Hell) in the Hereafter. [Tafsir Kabuli]

Dear Muslim brothers, Eid is a day of happiness for Muslims, a day of unity, and kindness toward one another, and a day of worship and supplication.

عن أنس قال: قدم النبي صلى ﷲ عليه وسلم المدينة ولهم يومان يلعبون فيهما فقال : ” ما هذان اليومان ؟ ” قالوا : كنا نلعب فيهما في الجاهلية فقال رسول ﷲ صلى ﷲ عليه وسلم : ” قد أبدلكم ﷲ بهما خيرا منهما : يوم الأضحى ويوم الفطر ” . رواه أبو داود

Translation: Anas (may Allah be pleased with him) narrates that when the Messenger of Allah (peace be upon him) arrived in Medina, the people had two days on which they would play (these were the pre-Islamic festivals known as Nawruz and Mihrjan). The Prophet (peace be upon him) asked, ‘What are these two days?’ They replied, ‘We used to play on these days during the days of ignorance.’ The Messenger of Allah (peace be upon him) then said, ‘Allah has replaced these two days with better ones: the Day of Sacrifice (Eid al-Adha) and the Day of Fitr (Eid al-Fitr). [Reported by Abu Dawood]

On the day of Eid al-Fitr, Muslims are rewarded for the fasting they completed throughout the month of Ramadan. On this day, Allah is pleased with His servants, and a major divine obligation and act of worship is fulfilled. It is a day of celebration when Muslims exchange congratulations and rejoice in the blessings they have received.

Dear brothers, we must recognize the great blessing that this day now brings—celebrated in peace and happiness. There was a time when on this very day, the funerals of our Afghan brothers were carried out, bombs fell upon us, our homes were searched, and we were dragged into prisons. But now, thanks to Allah, this day has transformed into one of peace and security. Let us give thanks for this, safeguard the security, well-being, and joy we have gained, and pray for the martyrs who gave their lives for this cause. May Allah accept all their efforts, struggles, and sacrifices.

Allah says:

ﷲتعالی فرمایې: لَئِنْ شَكَرْتُمْ لَأَزِيدَنَّكُمْ وَلَئِنْ كَفَرْتُمْ إِنَّ عَذَابِي لَشَدِيدٌ. سورة ابراهیم ایة ﴿۷﴾

Translation: … Allah says, ‘If you are grateful, I will certainly increase My blessings upon you, and if you are ungrateful, My punishment will certainly be severe.

Dear Muslim brothers,

– Muslims are like one body; all Muslims share in each other’s pain and sorrow.

Prohphet says:

مَثَلُ الْمُؤْمِنِينَ فِي تَوَادِّهِمْ وَتَرَاحُمِهِمْ وَتَعَاطُفِهِمْ، مَثَلُ الْجَسَدِ، إِذَا اشْتَكَى مِنْهُ عُضْوٌ، تَدَاعَى لَهُ سَائِرُ الْجَسَدِ بِالسَّهَرِ وَالْحُمَّى. صحیح مسلم

Translation: the example of the believers in their love, mercy, and compassion for one another is like that of a body. When one part of the body suffers, the whole body responds with sleeplessness and fever. (Sahih Muslim)

The gatherings and coming together during the Eid celebrations serve as a reminder of the importance of unity, harmony, and staying as one. It teaches us that we should rejoice in the happiness of our fellow Muslims and share in their grief and sorrow. If Muslims anywhere in the world are suffering, we must stand by them in their pain and hardship.

The Afghan people have endured years of conflict and struggle. Now, by the grace of Allah, we have been given a golden opportunity for unity and reconciliation. Let us seize this chance wisely, strengthening and consolidating our unity, which is the secret to our victory and honour. We must remain alert to the schemes of our enemies, vigorously defend our Islamic system and Sharia governance, and ensure that Afghans stay united under this framework.

As Allah, the Almighty, says:

وَلَا تَنَازَعُوا فَتَفْشَلُوا وَتَذْهَبَ رِيحُكُمْ وَاصْبِرُوا إِنَّ اللَّهَ مَعَ الصَّابِرِينَ. سورة الانفال آیة ﴿۴۶﴾

Translation: Do not engage in disputes among yourselves (especially in the context of jihad), for you will lose strength (in terms of victory and power) will fade. Be patient (in the battle and hardships), for surely Allah is with those who are patient (in war, providing support and protection).’

By the grace of Allah and the sacrifices and efforts of the Mujahideen of the Islamic Emirate, Afghanistan has achieved peace. The people are now living in better security than at any other time before. We must not forget that security is a great divine blessing, and we should always give thanks to Allah for it.

وَإِذْ قَالَ إِبْرَاهِيمُ رَبِّ اجْعَلْ هَذَا بَلَدًا آمِنًا وَارْزُقْ أَهْلَهُ مِنَ الثَّمَرَاتِ مَنْ آمَنَ مِنْهُمْ بِاللَّهِ وَالْيَوْمِ الْآخِرِ … ‎ ﴿۱۲۶﴾‏ سورة البقرة

Translation: And (remember) when Ibrahim said: ‘O my Lord, make this city (where I have established the Kaaba) a place of peace and security, and provide its inhabitants with all kinds of fruits, those who believe in Allah and the Last Day. [Tafsir Kabuli]

Prophet Ibrahim (peace be upon him) first prayed for the security of Makkah, and then he asked for the prosperity of the city. This clearly shows that security is a crucial divine blessing, even before other blessings. Furthermore, we must strongly support and back our security forces and Mujahideen. It is because of the hard work and dedication of the Mujahideen and security forces, day and night, that we now have peace throughout Afghanistan. The plots of the enemies have been thwarted. Our people can travel safely across every part of the country, day or night. The lives, property, honor, and dignity of our people are protected. We should never forget all of this and should appreciate these blessings.

وعن أبي هريرة قال: قال رسول ﷲ صلى ﷲ عليه وسلم : ” من لم يشكر الناس لم يشكر ﷲ ” . رواه أحمد والترمذي

Translation: Hazrat Abu Huraira (may Allah be pleased with him) said that the Messenger of Allah (peace be upon him) stated: A person who does not express gratitude to others, does not express gratitude to Allah, the Majestic and Glorious.

_ The Islamic Emirate has tasked all courts with the implementation of Sharia in light of Hanafi jurisprudence.

Allah, the Almighty, says:

وَأَنِ احْكُمْ بَيْنَهُمْ بِمَا أَنْزَلَ اللَّهُ وَلَا تَتَّبِعْ أَهْوَاءَهُمْ وَاحْذَرْهُمْ أَنْ يَفْتِنُوكَ عَنْ بَعْضِ مَا أَنْزَلَ اللَّهُ إِلَيْكَ…

[Surah Al-Ma’idah, Ayah 49]

Translation: And (We have sent you and commanded you) to judge among them according to that which Allah has revealed, and do not follow their desires, and beware of them lest they tempt you away from some of what Allah has revealed to you (O Muhammad!). [Tafsir Kabuli]

At another place, Allah, the Almighty, says:

ثُمَّ جَعَلْنَاكَ عَلَى شَرِيعَةٍ مِنَ الْأَمْرِ فَاتَّبِعْهَا وَلَا تَتَّبِعْ أَهْوَاءَ الَّذِينَ لَا يَعْلَمُونَ.

[Surah Al-Jathiya, Ayah 18]

Translation: Then We have made you follow a clear path of the matter, so follow it, and do not follow the desires of those who do not know. [Tafsir Kabuli]

Therefore, the courts of the Islamic Emirate are required to make decisions in line with the pure Sharia and implement the laws of Allah (SWT), as this was the ultimate goal of our and your efforts and sacrifices.

_ Under the Islamic Emirate’s rule in Afghanistan, the Ministry of Propagation of Virtue, Prevention of Vice and Hearing Complaints is striving to combat all types of corruption.

Allah, the Almighty, says:

الَّذِينَ إِنْ مَكَّنَّاهُمْ فِي الْأَرْضِ أَقَامُوا الصَّلَاةَ وَآتَوُا الزَّكَاةَ وَأَمَرُوا بِالْمَعْرُوفِ وَنَهَوْا عَنِ الْمُنْكَرِ وَلِلَّهِ عَاقِبَةُ الْأُمُورِ … [Surah Al-Hajj, Ayah 41]

Translation: (These oppressed emigrants) are those who, if We give them authority on the earth (by granting them victory over the enemy), they will establish prayer, give zakat, enjoin what is good, and forbid what is evil. And to Allah belongs the final outcome of all matters. [Tafsir Kabuli]

At another place, Allah, the Exalted, says:

كُنتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ تَأْمُرُونَ بِالْمَعْرُوفِ وَتَنْهَوْنَ عَنِ الْمُنكَرِ وَتُؤْمِنُونَ بِﷲ ۗ….‎ [Surah Al-Imran, Ayah 110]

Translation: You are the best nation ever raised for mankind. You enjoin what is good and forbid what is evil, and you believe in Allah.”

The Ministry of Propagation of Virtue, Prevention of Vice and Hearing Complaints, through its efforts and determination, is focused on reforming the people, which has led to a reduction in immoral acts. This is one of the major objectives of the Islamic system: to prevent all forms of corruption in society. When corruption is eradicated, our lives will be prosperous, our dignity protected, our honor preserved, and our people will be enriched by the blessings of Islam. We will become recipients of Allah’s mercy. All institutions of the Islamic Emirate should also ensure ongoing cooperation and support for the Ministry of Propagation of Virtue, Prevention of Vice and Hearing Complaints in combating and eliminating corruption, to establish a society free from corruption and trials, and to prevent future generations from becoming victims of misguided beliefs, harmful practices, and bad morals

In preventing the aforementioned corrupt practices, it is the responsibility of all respected scholars to fully cooperate in rectifying the beliefs of the youth and in preventing immoral acts, fulfilling their religious duties. They must Implement the recently issued decree regarding misguided customs and raise full awareness among the people so that harmful traditions are eliminated from our society, and unnecessary expenditures and wastefulness are prevented, which have forced our people into travel and emigration.

All decrees, laws, and especially the law of promoting virtue and preventing vice by the Islamic Emirate should be explained to the people, and they should be encouraged to act upon them.

Moreover, the educational institutions of the Islamic Emirate are tasked with giving serious attention to the correction of beliefs and actions across all educational sectors, aligning their curricula with Sharia, and providing proper training and education to the youth.

Allah, the Almighty, says:

وَإِذْ أَخَذَ اللَّهُ مِيثَاقَ الَّذِينَ أُوتُوا الْكِتَابَ لَتُبَيِّنُنَّهُ لِلنَّاسِ وَلَا تَكْتُمُونَهُ فَنَبَذُوهُ وَرَاءَ ظُهُورِهِمْ وَاشْتَرَوْا بِهِ ثَمَنًا قَلِيلًا فَبِئْسَ مَا يَشْتَرُونَ..

[Surah Al-Imran, Ayah 187]

Translation: And [recall] when Allah took the covenant from those who were given the Scripture, [saying], ‘You must make it clear to the people and not conceal it.’ But they threw it behind their backs and exchanged it for a small price. And wretched is that which they purchased. [Surah Al-Imran, Ayah 187] [Tafsir Kabuli]

_ Alongside religious advancements, the Islamic Emirate has made and continues to make efforts, in accordance with Sharia, for the development of the country and the economic empowerment of the people.

Allah, the Exalted, says:

فَلْيَعْبُدُوا رَبَّ هَذَا الْبَيْتِ، الَّذِي أَطْعَمَهُمْ مِنْ جُوعٍ وَآمَنَهُمْ مِنْ خَوْفٍ. [Surah Quraysh, Ayahs 3 and 4]

Translation: Let them worship the Lord of this House, who has fed them from hunger and made them safe from fear. [Tafsir Kabuli]

: إِنْ قَامَتْ السَّاعَةُ وَبِيَدِ أَحَدِكُمْ فَسِيلَةٌ فَإِنْ اسْتَطَاعَ أَنْ لَا يَقُومَ حَتَّى يَغْرِسَهَا فَلْيَفْعَلْ (مسند أحمد)

Translation: The Prophet (peace be upon him) said: If the Hour (Day of Judgment) is about to come, and one of you has a sapling in his hand, if he is able to plant it before the Hour arrives, he should do so. [Musnad Ahmad]

At another place, the Prophet (peace be upon him) said:

خیرالناس من ینفع الناس. کنزالعمال

Translation: The best of people are those who benefit others. [Kanzo al-A’mal]

The Islamic Emirate has made significant efforts to undertake hundreds of large and small development projects annually for progress and reconstruction. These efforts focus on improving major roads between provinces, expanding trade relations with the world, and increasing export volumes. Special attention is given to trade and industry, and (praise be to Allah), notable progress has been made in these areas. In addition, the initiation of major development projects, mineral extraction, and the distribution of vast lands to traders and industrialists aim to reduce unemployment and improve the overall economic situation.

These initiatives require continued focus, dedication, effort, and hard work from the relevant institutions of the Islamic Emirate, and they must be diligently pursued. Moreover, it is crucial for the people to offer broad support and encouragement to these efforts.

Our people must resist believing the harmful propaganda spread by hostile groups and intelligence agencies, who seek to sow despair or create unnecessary concerns about poverty and economic challenges.

Allah Almighty says:

الشَّيْطَانُ يَعِدُكُمُ الْفَقْرَ وَيَأْمُرُكُمْ بِالْفَحْشَاءِ وَاللَّهُ يَعِدُكُمْ مَغْفِرَةً مِنْهُ وَفَضْلًا وَاللَّهُ وَاسِعٌ عَلِيمٌ .. سورة البقرة آیة ﴿٢٦٨﴾ .

Translation: Satan promises you poverty (and makes you fear that you will be poor) and commands you to commit immoral actions (such as miserliness), while Allah promises you forgiveness (for your sins) and grace (in return for charity). Allah is Munificent, and He is All-Knowing of all affairs. [Surah Al-Baqarah, Ayah 268] [Tafsir Kabuli]

And Allah, the Almighty, says:

…وَإِنْ خِفْتُمْ عَيْلَةً فَسَوْفَ يُغْنِيكُمُ اللَّهُ مِنْ فَضْلِهِ إِنْ شَاءَ إِنَّ اللَّهَ عَلِيمٌ حَكِيمٌ ‎.. سورة التوبة آیة ﴿۲۸﴾

Translation: …And if you fear poverty due to their (people’s) withholding, Allah will soon enrich you from His grace if He wills. Indeed, Allah is All-Knowing, All-Wise (in His decisions and plans, as He does everything with wisdom and perfect reasoning). [Surah At-Tawbah, Ayah 28] [Tafsir Kabuli]

The Islamic Emirate, with the help of Allah Almighty, is doing all it can to improve your lives.

_The Islamic Emirate aims to establish strong and positive relations with the Islamic world based on Islamic brotherhood.

Allah, the Almighty, says:

إِنَّمَا الْمُؤْمِنُونَ إِخْوَةٌ… سورة الحجرات آیة ﴿١٠﴾ .

Translation: Indeed, the believers are but brothers. [Surah Al-Hujurat, Ayah 10]

Similarly, we seek to have good and beneficial relations with other countries based on Islamic principles.

We urge all sides to respect the beliefs and values of the people of Afghanistan, refrain from interfering in our internal affairs, and not become an obstacle to our stability, security, and progress.

_ The issue of Palestine is the issue of the entire Islamic world.

Allah, the Almighty, says:

وَمَا لَكُمْ لَا تُقَاتِلُونَ فِي سَبِيلِ اللَّهِ وَالْمُسْتَضْعَفِينَ مِنَ الرِّجَالِ وَالنِّسَاءِ وَالْوِلْدَانِ الَّذِينَ يَقُولُونَ رَبَّنَا أَخْرِجْنَا مِنْ هَذِهِ الْقَرْيَةِ الظَّالِمِ أَهْلُهَا وَاجْعَلْ لَنَا مِنْ لَدُنْكَ وَلِيًّا وَاجْعَلْ لَنَا مِنْ لَدُنْكَ نَصِيرًا. سورة النساء آية ﴿۷۵﴾.

Translation: And what is [the matter] with you that you do not fight in the cause of Allah and for the oppressed among men, women, and children, who say, ‘Our Lord, remove us from this city of unjust people and appoint for us from Yourself a protector and appoint for us from Yourself a helper. [Surah An-Nisa, Ayah 75] [Tafsir Kabuli]

We strongly condemn the brutal attacks and bombings by the Zionist regime on the oppressed and defenseless people of Palestine. We consider this to be a great injustice and barbarity. We support the legitimate demands of the Palestinian people and urge the rest of the Islamic world to, as much as possible, support the Palestinians, so they can regain their usurped rights, be freed from the oppression and aggression of the Zionist regime, and put an end to the ongoing atrocities and injustice there.

_ As the nights and days of Eid are days of goodness and charity, we urge all our affluent fellow citizens to not forget the poor and needy among them.

Allah, the Almighty, says:

وَيُطْعِمُونَ الطَّعَامَ عَلَى حُبِّهِ مِسْكِينًا وَيَتِيمًا وَأَسِيرًا. إِنَّمَا نُطْعِمُكُمْ لِوَجْهِ اللَّهِ لَا نُرِيدُ مِنْكُمْ جَزَاءً وَلَا شُكُورًا. سورة الدهر

Translation: And they give food, despite their love for it, to the poor, the orphan, and the captive. [Saying], ‘We feed you only for the sake of Allah; we do not wish for any reward or gratitude from you. [Surah Al-Insan, Ayahs 8-9] [Tafsir Kabuli]

Therefore, according to your ability, assist the poor Muslim brothers, particularly the families of martyrs, orphans, widows, and the disabled. Make their Eid nights and days joyful and support them. The Islamic Emirate, through its relevant institutions, is also striving to provide aid to the poor, ensuring they have food and a means to sustain themselves.

In conclusion, I once again congratulate all my Muslim brothers on the occasion of Eid al-Fitr. I pray to Allah Almighty that you have a blessed and peaceful Eid, and may you spend the nights and days of Eid in worship and happiness with your friends and family. I also ask all of you to pray for us, especially for perseverance and reform, as it is mentioned in the books of Fiqh.

(و یجب أن یدعی له بالصلاح)

Translation: It is obligatory to offer prayers for the Amir’s well-being
