The second follow-up meeting on the implementation of the decisions made in the special session of the Economic Commission, chaired by the esteemed Amir al-Mu’minin Sheikh Hibatullah Akhundzada (May Allah protect him), was held on April 9, 2025, at the Marmarin Palace. This meeting, chaired by the Chief of Staff of the Deputy PM for Economic Affairs Office, was attended by representatives from various ministries and institutions of the Islamic Emirate.
During the meeting, representatives of various government institutions presented their reports on the implementation of thirteen decisions made in the Economic Commission session across different sectors. The Economic Commission had assigned a delegation composed of the representatives from the Directorate of Administrative Affairs, the Ministry of Urban Development and Housing, the Ministry of Justice, the Ministry of Agriculture and Livestock, the Ministry of Industry and Commerce, and Kabul Municipality to formulate a comprehensive procedure regarding lands that are purely government-owned and designated for residential and commercial purposes. These lands have undergone initial urban planning and basic infrastructural development. The aim is to allocate these lands to citizens in a legal and orderly manner.
Furthermore, the decision states: “For those residential towns that have been legally recognized and resolved as state-owned properties by the Commission for the Prevention of Land Grabbing and the Restitution of Grabbed Lands, a comprehensive procedure should be developed so that the lands can be allocated to citizens for construction and development in accordance with the urban plan.”
The decision also emphasizes that, based on the urban development plan, the process for construction and development on private lands should be made easier and more convenient for the public.
Mohammad Sharif Baha, a representative of the Directorate of Administrative Affairs, stated that two committees had been established for the purpose of land allocation. These committees worked for three months and have drafted a proposal, which will soon be finalized.
Progress reports on the implementation of some other decisions were also presented during the meeting.
At the end of the meeting the Chief of Staff of Deputy PM for Economic Affairs Office instructed the representative of the Directorate of Administrative Affairs to share the land allocation draft with the Deputy Prime Minister for Economic Affairs Office within two days.
