During the Economic Commission’s regular meeting held on January 23rd at Marmarin Palace, various topics were discussed, including the construction of the second Kabul-Jalalabad road , the procurement of surplus wheat, the establishment of a tollgate complex in the eastern region of Kabul province, and other pertinent matters.
In the meeting, chaired by Deputy Prime Minister for Economic Affairs, Mullah Abdul Ghani Baradar Akhund, after a comprehensive deliberation, the construction of the second Kabul-Jalalabad road was approved.
The commission directed the Ministry of Public Works to initiate an open bidding process for the second Kabul-Jalalabad road project, emphasizing adherence to road construction standards. Additionally, the ministry was instructed to apply the established Salang procedure to this project.
The meeting also addressed strategies proposed by the Ministry of Agriculture, Irrigation, and Livestock for surplus wheat purchase, along with the Silo State-owned Corporation’s plan for acquiring wheat. After thorough discussions and incorporating amendments suggested by the technical committee, the commission referred the Ministry of Agriculture’s strategy to the office of the Islamic Emirate of Afghanistan’s leadership for approval. The strategy involves purchasing wheat at a fair price during the harvest season to support farmers and, when necessary, offering it to the market to control prices and prevent hoarding.
Furthermore, the commission approved a plan for the construction of a tollgate in the eastern region of Kabul province. According to this plan, the private sector will invest through a ten-year public-private partnership. During the initial two years, 51 percent of the revenue will go to the state treasury, and from the third to the tenth year, 90 percent will be contributed.
